why is server unreachable?

I tried restarting the phone,  disabling the wifi calling and enabling it back, turning the airplane mode on and off, clearing the phone as storage and cache. Nothing seem to resolve the issue. When I call the customer service with a different number i get an automated message saying we are aware that some of pur customers are facing network issue in your area and we are working on resolving it. If this a consistent issue why hasn't verizon been able to fix it permanently?
