Apple one family still not able to set up

I have been waiting for 3 weeks to set it up.

I start with my another phone number in my plans before then the rep suggested me to do with another phone then and yes I did. After that I tried to get link for a week then I able to got send link button. The result is the same error “This phone number could not be verified for this subscription. Contact Verizon for help.” Now
