Error Code 408

Getting an error code 408 when accessing FIOS on my iPad - when trying to open app it returns this code and to try later. It has been later and still not able to open?

I'm also getting this this morning. Hasn't happened before without being able to resolve with a restart, but it's not connecting today after troubleshooting.

I just restarted everything again (all off, then turned on cable box, router, devices), and now I'm connected. Previously, all of my devices showed the same error code (iPad/iPhone), so I don't know if it was a coincidence in the timing, or if the restart actually resolved the issue. Either way, I'm connected.
