Bad Service Area

I have been a Verizon customer for over 20 years, and have been extremely satisfied until approximately two years ago.   The service at my home and work location became so bad that I could not receive or make any calls, much less use my data service.  Since a majority of my day is spent either at home or work, my cell phone became virtually useless.   After multiple complaints to customer service, Verizon sent me two network boosters (one for my home and the other for my work location).  This seem to solve my problem, until recently.   The boosters are no longer  providing the great service I am accustom to, from Verizon.  90% of the time my text messages are not delivered and 70% of the time, I can not get or receive calls.  

Unfortunately a lot of people I know in my service area have switch from Verizon because the bad network.   My zip code for my service area is 92114 and all I want to know is when will Verizon offer the outstanding network service they use to provide?
