Bad experience trade in program

I recently moved to Verizon from Att. I learnt about the upgrade option and was looking to upgrade to a new phone. I was at the store and asked the rep if my Samsung Galaxy S9 as a trade in phone. He checked it and said yes it was good and is on the Verizon network and works.

I initiated the upgrade and trade-in. When they entered the imei number, the trade in did not approve it. I asked them for a reason and said they didn't know. I went back to the store. They said the same and couldn't tell me why tradein with this won't work.

Really frustrated. If someone knows how to fix this, be great. I have the phone factory reset, put the Verizon sim back again. It is on the Verizon network again.
