No. Smartphones require a data plan.

Is there a Verizon smartphone plan not listed on the web site that is something like the MVNO providers have: 1500 min w/ 1gb data for $30

There used to be a prepaid plan for $30 that was a wifi only plan for smartphones. Verizon Wireless removed that option a few months ago.

AT&T has a prepaid wifi only plan for smartphones.

If Verizon Wireless doesn't meet your needs, switch to a company that does.
