Is it possible to recover contacts and pic from lost phone android?

Only if you had your contacts and pix backed up - either in Verizon cloud or Google.  If all is linked to your Google account, then when you log into a new Android with your Google login, contacts, apps, photos, all will still be there via your Google account.
