If you cancel your contract then NO, you cannot get another contract because Verizon no longer offers contracts to new customers, and since you would no longer be a customer, you'd have to rejoin as a new customer. You will also lose your number and be unable to port it out to another carrier even. You could rejoin on a device payment plan though.
Either way, you are paying $130 in ETFs to start over again, so why not finish the contract and use that $130 towards something you can keep?
If your contract results from your purchase of an advanced device prior to November 14, 2014, your early termination fee will be $350 minus $10 for each full month of your contract term that you complete. Cancellations will become effective on the last day of that month's billing cycle, and you are responsible for all charges incurred until then. Also, if you bought your wireless device from an authorized agent or third–party vendor, you should check whether they charge a separate termination fee.

well i want to get a new phone, i cracked the screen of my old one and i
want the Galaxy S6, so i was wondering if paying the buyout fee (if it was
low enough because i only have 2 months till my contract was up) and then
immediately rejoining to get a new phone that comes with a contract, and
hopefully that amount of money would be less then just paying retail price.

You cannot do that. If you cancel, you will get charged ETF fee. If you then try to reopen the account or a different account, your credit check will show you already had an account. The account will be reinstated, and your contract continued. You will also lose your phone number.
Buy a used phone, use it for 2 months or more, then sell it if you want a new one when your contract is up.
