Cannot accept terms and conditions

My recent order requires Terms and Conditions to be accepted to be processed. When I follow the steps to accept the terms, the system tells me that the order does not require terms and conditions to be accepted, but the order continues to be stuck on hold until the terms and conditions get accepted. 

Verizon chat and phone customer service both do not have a way to resolve this.

I'm currently having trouble with this and am on call #4 right now. No one has been able to help. I've seen multiple threads regarding this. The fix should be as simple as IT marking it as correct if needed.
