I was in one of your stores to change my phone to another phone previously owned by my sister. The technician was not able to do it because I have to have the other phone opened by my sister's carrier. Then now I found a couple of emails charging my account i want it reversed/deleted. The technician didn't do whatever I was there for.

Based on the information that you've shared, it sounds like your sister's phone is locked. In order to activate a phone from another carrier on our network, it must be unlocked and able to pass our compatibility page: https://www.verizonwireless.com/prospect/bring-your-own-device/#/checkDevice In addition, Verizon Wireless is unable to provide unlocking services for phones from other carriers.
