Estimated Monthly Bill vs Actual

So this is the 1st bill that I've received from Verizon for 2 smartphones. I was under the impression that the bill would be around $140 monthly, and maybe a little more after taxes and initial fees. However I checked my bill and it says $219, which is definitely not what I expected. Is this normal? And why is the estimated price drastically different from the actual bill?

Taxes, fees, partial month plus next full month in advance, activation fees.

Will my bill be this price every month?

No, because you only pay the tax on phones once up front (on device payment plans) and you only pay activation once because you only activate one time.  You should see the line access charge per phone and the SMLXL plan fee, taxes on service (E911, fed/state/whatever) and then the monthly payment for any phone you are making payments on.
