Harassing calls from a 540-299 number each day

The past month, have been receiving two or three calls a day from a 540-299-...., last four digits are always different.  The person identifies herself as Angela (a recording) and asked to press 1 if you live in California or 2 if not.  Register with Donotcall list but to no avail.  Anyone has any suggestions or can Verizon step in an stop this or investigate this?
