I had this 15% off discount for several years, but it has apparently expired. Is Verizon still running this promo and if so, how do I confirm my employer?

You need to reverify your eligibility for the discount.

Great question, on that same link there is an option that says 'Discounts for Military, Veterans and First Responders' You can click on the 'Start here' right under 'Military and Veterans'. We hope this information is helpful.
