I am paying for a phone that I do not have

I need answers and it feels like I am going circles with the same answers with no resolution. I purposely switched to Verizon because I thought I was going to have a good “deal” it turned out to be the worst nightmare. I have been paying for a phone that I do not have possession of and its been over 5 months. I have been back and forth with Verizon and the only thing they do is credit my account for the next bill. Yet I still see that it is billed to my account. What can I do? Can I just mark that phone as stolen to get a replacement or what? I am so done. I will eventually pay off my phone and switch back to AT&T where communication is much more dependable. But I need a refund or I need the actual physical phone in my hands if I’m paying for this.
