Impossible to change devices online when no phone or tablet is on account (all computers)

I have a Verizon account with two devices - a Galaxy Book2 and a Chromebook Plus LTE.  There are no phones or tablets on this account.

I recently tried to change devices from the Galaxy Book2 to a Galaxy Book S.  However, the system would not make the change.  It tried to send a text message to the Galaxy Book2, and wanted me to reply to it within 120 seconds.  

The Galaxy Book2, and the Chromebook, cannot, of course, respond to text messages - they don't even receive them generally - so the system was asking me to do something that was impossible.

I ended up just doing a SIM swap, and that seems to have worked, but this is a serious bug in the website that should be addressed.  Users who only have compute devices that cannot reply to SMS messages should be able to provide an alternative means of verification to change devices out.
