I use to be able to assign names of people while viewing the data, minutes, and message usage report on the internet. Is this still possible and how?

Yes, it's still possible to assign 'nicknames'. Using the desktop version of My Verizon, open the call log and click a phone number; you should get a pop-up where you can enter the nickname. Once you've typed it in, click Add.
