Is overseas texting included in my data plan?

the new texting plan that Verizon came out says that overseas texting is included in the data plan.  Does that mean I can text Japan without incurring any extra charges in my monthly bill or is the texting charged by the minute as it shows on the website?  I'm confused about this.
