My device is over two weeks late and lost in transit. What should I do?

I ordered a new iPhone on January 1st with 2 day shipping and it has yet to arrive. The tracking number says “shipment exception, unable to deliver”  with no expected delivery date at all. It’s over two weeks late which is absurd. Verizon emailed me telling me to send in my old phone, which I obviously can’t do because I don’t have the new one yet. I contacted FedEx who says the package is lost and to contact Verizon, which I’ve been trying to do but I’ve been put on hold for an hour with no one picking up. What am I supposed to do here? Can a Verizon representative please get back to me ASAP?
