My two cell phones can’t call each other

I have two cell phones, one for work and one for personal. Two different cell numbers but using same AppleID. 

When I try to call one from the other (like when I misplace one and try to ring it to find it), it goes straight to voicemail. 

Why can’t I call one phone from the other? I am paying for two lines.

You definitely should be able to call the other phone. Have you attempted to manually dial the phone number, as it is possible it is attempting to utilize the Apple ID instead of the phone number when dialing. Please let us know the results.
