Data usage is not just "internet", it is any data sent to/from Verizon's servers. I assume you have a smartphone. I assume you have apps installed on your smartphone. When you install those apps, the default settings on those apps allow them to use data to get information to share with you. Unless you go into the settings for those apps installed on your device to limit its ability to send/receive information via cellular data, your phone will continue to use data even though you are not using the "internet".
