Not able to accept T&C for an exchange.

My exchange order is on hold and it says "need to accept T&C".  Once i try to accept it, the error message is "T&C are not required for tihs order" .

The customer reps are giving a runaround for days. On hold for hours on phone and the online chats are useless. One of the worst customer service i have experienced. I wish i had never moved from ATT.
