Not able to place order to upgrade device?

I originally placed an order on 11/6 to upgrade my device. There was an issue with the order and it had to be cancelled and I was refunded. However, I am still not able to replace the order for the device because it is saying there is a pending order on my account, even though it was cancelled by a customer service representative
