Payment rejected

I was trying to upgrade my phone to a new iPhone under the current offers for iPhone 14.  I am experiencing the problem that after going through all the option selections and getting down to payment, Verizon is rejecting my payment every time.  Completing the order includes making a onetime payment immediately, and I have tried all the different ways Verizon allows, (credit card, debit card, PayPal, Apple Pay) and the payment fails every time.  Even when my credit card approves the transaction, it seems that Verizon refuses the payment, and the payment fails.  Is this a known problem, and is there a solution.
