Phone Swap has been giving an error for 2 days

Have been trying to swap phone numbers for my two devices for the last two days.  It keeps giving an error code "unable to contact system. try later.".  How much later do I need to wait?

kellywalk, we're sorry to hear that you're having trouble activating your phone. Swapping phones typically takes less than five minutes to complete. It's important that the phones are powered off when you're completing the swap. Did you complete the steps located in this video, https://www.verizonwireless.com/support/how-to-switch-device-video/?

That is exactly the procedure I tried to follow.  I had watched the video.  It isn't working for my phones.  I documented the error I am getting on the initial message.  Would be nice if someone actually read the details of the problem and troubleshot why I got the error.  So frustrating that I cannot get an actual person to help.
