Phone sent to non-billing address. Verizon says I can't upgrade now after phone sent back

A Verizon customer service agent sent my upgraded phone to the wrong address but the accessories were sent to the correct address (I have those but not the phone).  As the phone was sent back my money will not be returned until 10-15 days after they might receive the phone. 

The only way they will allow me to get the same phone is to use an upgrade on another line and re-order the phone which might not be the phone I originally requested along with the possibility of not getting the same discount.....

Alas I have the same old phone minus an upgrade that was wasted because the failure on behalf of the customer service agent, paid off my old phone along with shipping charges and extra fees associated with the new upgrade and short my money for 1/2 a month. 

Terrible support the entire way.
