Does it make sense to be getting surcharges from the city of where I purchased the phone and from the city of my billing address?  I called Verizon and they said that is correct, which makes no sense.   3 of my other phones were bought in the same city as my billing address and my fees are $3 less a month.

You might want to check the service address associated with each line on the account. The service address can be different from the billing address. 

 

If you recently purchased the phone with the odd surcharges, it might be requirement of the tax code for the city where you purchased the phone. That would be the next thing to check after you have verified the service addresses line up with your billing address.
