Verizon Cheated me on my Phone Trade in

I traded in two  iphone XR’s for a $700 promotion each.  I received my first bill and it was way higher than what the rep told me when I initially bought the phones.  So I spoke to another rep and down graded plans and the rep calculated my new monthly bill at $185 and I’m still paying almost $300.  I look at my verizon app and see the phone trade ins aren’t added.  why is this? This is a scam.  Im going to switch carriers if this isn’t resolved.
