I work in Hartford, CT and am responsible for technical operations for a large firm here. Data usage during the day is nearly unusable for email and is completely unusable for anything involving images or video.
After about 7 pm it's much better but still quite a bit slower than in other CT cities & towns.
Is there any plan to fix this in 2020? It feels like a capacity issue. We can't do business like this.
The problem has been getting worse and worse as time goes on. I usually see 2-4 bars throughout our space (we take the top 5 floors of one of the buildings here), so I'm also not sure where the nearest tower is.
I spend time in NYC, Boston and a few other large North East cities and none are this bad.

Anywhere in Hartford, indoors or out. I walk for lunch most days and it's bad at all times during the day - from about 9am to about 6pm. It's fine after about 6-6:30pm.
It's really unusable; I'm not getting what I pay for, it's been going on for months. Other people report the same issue when asked.
It seems to be a Verizon network congestion issue during the day.
I can understand where you are coming from. Would you be able to tell me about the area where you have these issues? Is it a city type with a lot of tall buildings? Are you in a wide-open area, etc?
Hartford Connecticut is a small city. While there are tall buildings, it's a fraction of cities like New York. Verizon does a good job in the suburbs, but has always been iffy in Hartford, all 20 years. Frankly Verizon is average and neck and neck with AT&T. Time to earn your #1 status.
If you hit Google Maps (or any sattelite service), you can see the density. There are 10 or so very large buildings but they're pretty spread out. I've been all over the city in the past week and specifically ran speed tests in different areas. They were all terrible, nothing was higher than 1.2MB during the day, usually closer to 500K.
By 7PM, it consistently does 5MB or higher, every time.
Everything I see points to a saturation issue during the business day. It's been bad for years but is getting worse. It is now unusable.
I pay about $115/month for service. I cannot reasonably use it for about 9 hours a day, every week day. I do not think it's appropriate to charge for work day hours if you are unable to deliver this service.
