Verizon - Unresolved Promo - Bad Faith

I purchased 2 phones in Nov 2019 and have been working since Feb 2020 (6 mos) to get a billing problem resolved - 3 chats, 2 calls. The last call was 2 1/2 hours, then dropped. No callback.

I was promised (documented in chat) $400 rebate ($16.67/mos x 2 phones). Verizon agents have  agreed that I am due the amount, but never processed it. The last chat person just indicated that I was not due the rebate, then ended the chat.

However, I moved forward with the purchase and moving my two other Sprint phones to Verizon based upon that "documented" commitment.

Which leads me to want to now pursue this as Bad Faith - "misleading another, entering into an agreement without the intention or means to fulfill it".

I need to know how to pursue this escalation with Verizon, before other pursuing other options.
