If I buy a phone on a monthly payment but then want to pay it off, is it the amount of the 24 monthly payments (say 25/month x 24months) or is it the retail value of the phone?
The payment amounts over the 24 months equals the retail price of the phone before any promotional credits are applied. You can see the remaining balance of the device payment agreement when you sign into your MyVerizon account online.

If you're looking to pay off your current Device Payment Agreement, you would be paying the remaining balance of the agreement. The agreement is the full retail cost of the phone divided up into 24 monthly payments. You can always review the remaining balance on your Device Payment Agreement by logging in your My Verizon https://www.verizonwireless.com/support/device-payment-faqs/ (Question #4 under Device payments and making installment payments).
