I recently added the 100 texts/100 minutes/100MB international plan to two numbers for a trip abroad. Both numbers incurred additional data charges in spite of the devices showing less than 100MB of data used. I received an email only when the charges were already incurred. sounds like you didn't have the international package on for long enough. more likely than not the charges you are seeing are related to proration that you may/may not have known about when adding and removing the package.
Receiving unexpected international roaming charges would concern me as well. I would like to address these concerns with you.
When exactly did you receive the notification of the roaming overages? Have these charges appeared on your bill as of yet? If so, what were the overage charges for, voice, text and/or data, and by how much? Please let me know so that I can further assist.
