Why can't I add my spouse as a second parent line with Family Base?

I set up family base and designated my phone as parent and my daughter as child, i then tried adding my spouses phone as second parent line and it will not let me check the box to do so. not sure what to do to get this done.

Family base is an awesome way to manage your account. In order for you to add your spouse as a second parent they must be an account manager. Please ensure that they are an account manager and not an account member.Here is how: http://vz.to/1GBHsMU
