Verizon treats Puerto Rico as domestic, so depending on your location the answer would be yes. The following is from Verizon's online coverage map:

Looks like much of the island is covered by "Extended 4G LTE".

I was just in San Juan, Puerto Rico, on Feb 7.  There was NO coverage at all.  I tried from several locations.  No signal at all.
