Will someone be able to use my device before it is paid off?

Hello,

I have decided to use my unlocked Nexus 6 XT1103 rather than my Droid Turbo 2 since it supports all the necessary bands and I can just pop the sim in. I want to sell the Turbo 2. I am not selling it to leave Verizon. I will stay with them as I really like the coverage and the service. I still owe a good bit on the phone and was going to put the money I sold it for towards paying off the phone. Would the person I sell it to be able to use the phone on a different account while I still pay it off? Would there be any issues I should know about? Any help is appreciated. Thank you.

The phone has to be paid off completely before somebody else can activate it.
