Worst Customer Service EVER!

Hoping this post can somehow get me the help I need, since no one else at Verizon seems to be able to. I am a prepaid customer. I purchased a phone from Verizon's website. There was an error in the order, and I was charged twice. I received two phones. I returned the second phone on 10/6/22 and it was received by Verizon on 10/11/22. On 10/20/22 I called because I had not received my refund of $1059.99. I was told a ticket was being created and I would receive my refund by today (10/31/22). I still do not have the refund. I was told earlier that it was because the person typing the ticket in made an error in the return tracking number. I have spent three hours TODAY alone on the phone with Verizon. Most of that is on hold while I get bounced around to different departments. I also have spent over an hour on the chat today before all the messages started saying "not delivered". I really don't know what else to do. I don't know if a new ticket has been made. I don't know when I will get my refund. Short of legal action, I am really at a loss. Why is this so difficult?
