Is it possible to buy an IPad through Verizon, on a monthly payment plan, without adding a line to my plan and incurring a charge? I only wish to use it with wifi. Any suggestions or info is appreciated.

No. You have to purchase it at full retail price in one lump sum to avoid adding a line for the tablet.

Another question is: Why purchase through Verizon if you are not going to use the iPad with cell service? You can simply buy (maybe at the same price) directly from Apple with no obligation to a cell phone company and with a payment plan.
As far as buying a WiFi + Cellular iPad, I believe only the WiFi+Cell model comes with a GPS receiver built in. The WiFi Only model does not. So if you need GPS for an aircraft pilot's program (such as ForeFlight) you must have the WiFi+Cell model.
