weird phone call in chinese

anyone receive a phone call saying your number was being suspended due to weird activity in china. and then having the message repeat in chinese?

Someone called me and I didn't answer, they left a voicemail. First saying something in Chinese then in English and then again in Chinese. They were saying something like they needed me to get a hold of the Chinese consulate or something like that. Never did call them
