Im having this same issue. Literally no one at verizon can help me. This is ridiculous.

Hello, as inconvenient as it may be, the solution is to purchase a Verizon refill card from either a Verizon store or at a place that has a gift card center like Best Buy or a grocery store (Kroger's for example). You can then use the Verizon mobile app and click on 'Add funds' and then choose 'A refill card' and enter your refill card's pin number. I've had success with this method.
I do realize this is a late response but I've seen this issue several times on this site so hopefully, for future reference, this helps everyone.😊
