Can a second hand Extender tied to another account be unlocked?

Hi, I purchased an extender (SCS-2U01) from a charity thrift shop and apparently the previous owner didn't unlock it.. is it possible to unlock or unusable forever?

Thank you for reaching out to us. Looking at the numbers you provided it is a 3G Network Ext4ender. Do you see the white sticker that has the serial number, IMEI number located on it?

Thank you for providing us with the Network Extender MEID. We do suggest for security purposes that you remove this post, so that others aren't able to see your device's information. When resesarching using this MEID, it does comes up as a non-vzw extender. This is why it is not able to be unlocked. I apologize for the inconvenience.
