Device Swap with device payment and tablet

I want to add a data-iPad and line for it. Two ways I see this being done:
1) Add a carrier iPad and new line via Verizon. This would cost $20 line access + device payment + surcharges + taxes.
2) Add a new phone line with a free iPhone 14 Plus. Do a device swap and change the line to use my BYOD Carrier-iPad's IMEI. If I understand things, the bill would continue showing the free phone charge & credit until it's paid off. On my grandfathered Unlimited plan, the line access would be $22 + device payment + surcharges + taxes. Would the surcharge and taxes be the same or higher for the phone-now-tablet line than they would be on the other way? I would wind up with an extra free iPhone 14 Plus that I could device swap to upgrade one of my other line's and I can buy the Carrier-iPad cheaper than Verizon offers it. Even paying $22 vs $20 for the line acces would be worth it. The problem is I don't know about the surcharge and taxes. Those could potentially really up the monthly fees on the phone-now-tablet line.

Great question, swami76. The iPad does require its own line as switching the device will change the plan and could cancel the device offer for the iPhone. ~Peter
