Device not in inventory

Placed an order for store pickup.

I went to pick it up, the clerk asked for my pin, then I get an email telling me its been picked up but they never give me the device because they claim it was not entered into their inventory correctly. So they tell me they have to cancel the order and in 24 hrs once its been cancelled, I can reorder.

It was a victra store.

I have the IMEI and the SIM that was sent via email but he would not let me see the box of the phone (with numbers ) to verify that it did or did not match.

I have no confirmation they cancelled it, he wouldn't let me photo the pad/screen showing it was cancelled, and said I had to trust him. Short of calling the police wasn't sure what to do. Although there were 3 people who were very suspicious that claimed they were undercover cops who wanted to see security camera footage.

Any suggestions?
