Ordered 2 phones, received only 1...

I ordered two Pixel 7 phones online.  When the box arrived it contained a packing slip and invoices for two phone, but only ONE phone.

I've been trying all day to resolve this, I've used both online chat and voice.  I can't reach anyone who speaks very good English, as near as I can tell I now must wait six days while they "investigate", then another three days if they decide to replace it.

I've requested to speak with a USA agent, all have refused.  The box was intact when I received it, and there's no reason I would attempt fraud as they would just deactivate the number and brick the phone.

They ignore this fact, and insist I must wait minimum nine days, if they even decide to act.

This phone is for my disabled daughter, and I'm terrified someone is going to activate the missing one and leave her without a phone.

Is there any possible way to reach someone in the USA that can help, or do I need a prepaid right now?
