Phones stolen during shipment

We ordered 5 phones in two shipments. One shipment of 2 phones arrived. The other shipment of 3 phones was stolen by FedEx, which they have reported to Verizon as lost. I have talked to 9 people at Verizon, none of whom can help me, because there is this mystical "ITTS" department that is still reviewing my account. FedEx has already reported that the phones were lost, I have a Verizon case number and ITTS number, I have a police report, but I have no phones because no one, not even internal Verizon reps, can talk to this mystical department that is the only one that can take action on my account. Unhappy customer.
