Verizon trade in phones lost or damaged in transit by UPS

My 2 phones (trade ins for upgrades) were either lost or damaged in transit. They made it approximatley 20 miles from San Dimas CA, to Los Angelos. Tracking number stops there. Can not make a claim on UPS as it is locked out for some reason. I have made a police report on this as both Verizon and UPS says it each others problems. If Verizon does not get my returns I will be charged foull price on phoones. Has this happened to anyone else? Apparantly UPS knows about the thefts as the employee at the store I shipped from told me to hold on to the receipt as a lot of phones  do not make it to the location intended. Sounds like it is an ongoing problem. 

For those it has happened to what was outcome, what steps did you tak? Thanks
