Account Locked - stuck in loop trying to unlock

I can't unlock my account. The password reset function just keeps looping back and ends up telling me my account is locked.
I know my Account PIN, but still can't get anywhere as far as unlocking.

I've heard if you are locked out of your account you have to wait 24 hours before trying to login again, otherwise you're just making things worse. Would also clear your app or browser cache before trying again.
I'm not a Verizon employee, just another customer trying to help.
