Being billed for an account I never set up

I received the second bill today of an account I never set up. They sent the bill to my home address. I already set up a claim but apparently my police report did not meet muster. NOONE will speak on the phone to me. I have spent two hours trying to upload documents to a system that won't allow anything over 2 MB, and when I get to the end, it keeps stalling on the recapture. Oh yeah, I only have 15 minutes to get it done before it stalls out and I have to redo the whole process. I am not paying, it is not my account and I cannot get help from a live person on the phone. The sad news is I have had 4 phones on Verizon for 17 years, paid on time each month and guess what? I am looking elsewhere. If the person had to do the work I have to to get this fixed, a fraudulent account would never have been created.
