Extremely frustrated, how do I escalate and contact upper management? I have been lied to about the loyalty offer and credits for 3-4 months.

Hello, I was told when I was considering switching that the loyalty discount of $10 per line for my 6 lines so a total of $60 dollars will be applied to my account. I agreed they applied a courtesy one time credit and they said it’ll automatically apply.
fast forward 1 month, nothing applied so I called back and they said they’re still processing it and that it’ll apply soon, okay fine. They gave me one time credit and again I wait for another month.
i keep doing this every month, this is the 3rd month now I’m extremely frustrated of being passed from person to person with FALSE promises. I seriously should’ve just left and gone to T-Mobile but now I’ve also upgraded a phone with Verizon because they gave me false assurances that it’ll apply but it never applies. Sometimes the excuse is the system is down, sometimes it’s the software engineering team is processing it, now today it’s something else.
I just got off the phone and they’re saying that this was never approved in the system, so I was lied to.
Someone please assist me with this, I just can’t call every month and wait on hold and waste 2 hours going back and fourth for no permanent resolution. EVERYTHING is recorded in the call transcripts, dig them up and help me, PLEASE.
