FCC and lost phones

I, like many others here, sent Verizon receive my trade-in claiming that the box was empty. It seems to be their excuse for making the customer pay full price for their new purchases. I had returned two phones, talked to many, many representatives and no one helps! Has anyone filed a complaint with the FCC and had any luck? That is my next step since Verizon refuses to do anything about it!
