Getting a "Sorry we are not able to process your request at this time"

I have been trying for days to sign into my account. It kept saying my password was incorrect. I am now locked out of my account. When I try to go and reset my password, a screen with an orange box come up and in it, it  says the following message.....

Sorry we are not able to process your request at this time.
