How to file Complaint - 3rd Party Authorized Retailer

Recently went in to upgrade a phone on our line.  The salesperson not only change a plan on a different line w/o authorization, which led to dropping the add-ons associated, but he told us a case and screen protectors were included.  After reviewing the receipt, I see we were charge $100 for these items.  When confronted, he stated "we are trained to do it that way, tell you it's included then you pay for it.  It's included because you paid for it."  Absolutely deceptive, shady business behavior.  

How do I file a complaint short of filing with the BBB (which I'm going to do).
